About Our Staff

The Southern California 1st Jurisdiction Pastors & Elders Council is comprised of pastors and elders that are members of the Southern California First Ecclesiastical Jurisdiction Church of God in Christ, Inc. We, the Council, serve in an advisory capacity to the Jurisdictional Bishop in areas of ministry, special projects, ministerial assignments, and discipline. Additionally, we serve as a formal point of greeting for new elders upon coming on board with us. Furthermore, we make recommendations for pastoral appointments, placements and replacements.  In addition, we operate the Judiciary Branch of service to the Jurisdiction.  We provide leadership to the ministry by working within the team structure to cover all services of worship. We support the vision of the Jurisdictional Bishop, the work of the ministry, and the ordinances of the Church Of God In Christ.

Ordained Elder Church Of God In Christ. The Church Of God In Christ recognizes ordinations of other Christian organizations.

Activities: Attend Elders Council meetings 4 times per year. Support our Jurisdiction Bishop and attend Jurisdictional State Meetings, Support the leadership of the Presiding Bishop of the General Board, and make all reports to remain in good standing with all governing bodies.

Ministries / Auxiliaries: Each Elder is to be involved in ministry within the church and in the community. To make full proof of their calling by preaching, teaching, and living the gospel of Jesus Christ. Witnessing to the unsaved!


   Dr. Zeno Veal, Chairman

Dr. Zeno R. Veal was born in Alexandra, Louisiana, the oldest of four siblings. He received an athletic football scholarship to the University of Los Angeles (UCLA) and graduated with a degree in Sociology in 1972. Dr. Veal obtained a Ph.D from the California Graduate School of Theology in 1984, and an Honorary Doctorate from International Theological Seminary.

Dr. Veal is a retired Director for Los Angeles City Department of Recreation and Parks, after thirty-two years of working with at-risk youth, motivating them to rise above their circumstances.

Dr. Veal was appointed Vice-Chair for Elders Without Charge in 1998 and reappointed in 2001. In 2000, he was appointed a member of the Executive Board of Southern California First Jurisdiction COGIC, where he presently serves.  Dr. Veal was elected (by proxy) Chairman of the Elder’s Council of Southern California First Jurisdiction in 2001. He was reelected Chairman in 2008. Dr. Veal’s first pastorate was at Faith That Works Church, in Pasadena, California from 1981-1994. Dr. Veal served as Assistant Pastor for First Administrative Assistant, Dr. Robert R. Cole for several years. He was appointed in 2002 by Bishop Charles E. Blake as Pastor of Saint James COGIC now Pillar of Faith COGIC, 3385 Chicago Avenue, Riverside, California.

Dr. Veal was married to the late Bernice Matheney Veal. They had four children, all adults now, Jonathon, Jennifer, Jeremy and Jocilyn Veal. For the past twenty- three years Dr. Veal has been married to Florida Shannon Veal, the daughter of the late Pastor and Mrs. Walter Shannon, St Luke COGIC, Olive Branch, Mississippi.  Dr. Veal is a praying, God-fearing man, who loves the Lord and loves the people of the Lord with all of his heart.

  Pastor Phillip D. Washington, Sr., Assistant Chair

            I had the privilege of being born and primarily raised in Shreveport, LA. Born to Willie Phillip Pennywell and Joyce Adell Carter.  I experienced my first encounter with the Lord at the tender age of 12 years old while attending Peaceful Rest Missionary Baptist Church.  After joining, the Navy branch of the military, and witnessed to by Minister Jeffrey Short until I finally agreed to attend a revival hosted at Good News Church of God in Christ (Pastor Reynolds) conducted by Evangelist Missionary Jones.  One night of the revival, I approached the altar and completely immersed my mind in none other than the thought of receiving the Holy Ghost. I stood alone facing the wall “speaking in tongues as the spirit gave utterance.”  (April 1984)

            Soon thereafter, I accepted my call into the ministry.  After my ordination as elder under Bishop George McKinney, I was appointed the pastor of Greater Upper Room Church of God in Christ under the leadership of former National Evangelist, Forest L. Person who had his roots established under Daddy J. S. King, Wayside Church of God in Christ. My family and I served there for ten years before led of the Lord I moved my family to Las Vegas, Nevada.

            When God spoke to me South, I thought I would be returning to my roots in Shreveport, Louisiana, but it turned out to be coming back to Southern California!


   Pastor Samuel Andrews, Assistant Chair

Pastor Samuel Andrews became an ordained elder in June 1992.  He was installed as pastor of Bread of Life Church of God in Christ by International Presiding Bishop & Jurisdictional Prelate Charles E. Blake in October of 1997.  Pastor Andrews has attended Long Beach Bible College in Long Beach, California to enhance his ministry and administrative skills.  He enjoys preaching and teaching the Word of God.  One of his sayings is, "I just came to praise the Lord!"

Pastor Samuel Andrews has been married to Evangelist Dina Andrews for 25 years and is the father of five adult children and the grandfather of five grandsons.

He currently serves as the Senior Pastor of Bread of Life Church of God in Christ located in the beautiful City of Compton, California.  Financial Secretary in the Central District under the leadership of Superintendent Dr. Mack N. Trimble.  He is an Assistant Chair and has served as Sergeant of Arms of the Pastors and Elders Council of Southern California First Jurisdiction.

  Elder Walter B. Rogers, Assistant Chair - Secretary
            Pastor of the New Foundation Church Of God In Christ located in the city of Moreno Valley, California.  Pastor Rogers is 26 years old, born in the city of Corona to Elder Roy Rogers Sr. and Evangelist Edith Rogers.  Pastor Rogers gave his life to the Lord at a very young age.  Years later at the tender age of 14 he received the gift of the Holy Spirit, and at the age of 16 he accepted his call to the ministry.  He has worked diligently in the church all his life; taking up the Word of God and studying to show himself approved unto God, a workman that does not need to be ashamed because he teaches the Word of God correctly.
            In addition to becoming pastor at the young age of 21, Pastor Walter B. Rogers met and later married Evangelist Patrice S. Rogers, who he refers to the as the best thing that has happened to him since salvation. Standing by his side, she shares his vision and his passion for seeing souls saved.  Together they believe that if they seek the kingdom of God first, there is nothing that they cannot receive from the Lord.  They put this into action in 2008 when Pastor Rogers and his congregation ministered to nearly 10,000 people within their city limits.  When asked how the church grew from 30 members to now over 200 members they answer and say "all things are possible through Christ, and without him NOTHING is worth even trying."


   Dr. John Patton, Legal Advisory Counsel & Moderator

John W. Patton, Jr. is a member of the Century City law firm of Pasternak, Pasternak & Patton, A Law Corporation.  John has over thirty years of experience in all aspects of civil litigation, with jury and court trials and appellate work in both state and federal courts throughout California.  He is a 1975 graduate of Case Western Reserve University, and a 1979 graduate of Howard University School of Law, where he graduated magna cum laude and first in his class.

In 1997, John was elected as the first African American president of the Beverly Hills Bar Association in Beverly Hills, California.

Currently, John is the Chief Financial Officer and member of the Board of Directors of the Conference of Delegates of California Bar Associations.

John has been an active member of West Angeles Church Of God In Christ for nearly thirty years, where he has assisted in the Discipleship Ministry and served as a member of the West Angeles COGIC Board of Trustees.  In ministry activities, John is an ordained Elder, and he serves on the Board of Directors of the Pan-African Children's Fund/Save Africa's Children, an outreach ministry born under the West Angeles COGIC.  Also, John has served on the Board of Directors of the West Angeles Community Development Corporation.

A native of Cleveland, Ohio, John’s hobbies include traveling, bicycling, jazz, reading, and basketball.  He is happily married to the former Ms. Dawn Harris, the proud father of four beautiful children, John III, Stephen, Paige, and Bradley, and stepfather of Dawn’s beautiful daughter, Darrah.

    Dr.Willie D. Knight, Financial Secretary

Pastor Willie D. Knight was born on November 11, 1943 in Pensacola, Florida.  At age 17 he graduated from Booker T. Washington High School and continued his education at Pensacola Junior College, where in June 1962 he received a Certificate of Completion in Auto Mechanics.

At age 20, Pastor Knight headed to California leaving all of his immediate family behind in search of a new beginning.  What he found was more than he could have ever imagined!  On April 1, 1964, Pastor Knight accepted Christ as his personal savior, and was filled with the Holy Ghost.  On January 11, 1965, Pastor Knight acknowledged his call to the ministry.  In May 1969, he moved his family to the Unity Church of God in Christ under the leadership of the late Elder Jake Wilson.  In June 1974 Pastor Knight was ordained in the Church of God in Christ.

Pastor Knight served in every position an Elder could serve in his local church, including, but not limited to, Deacon, Sunday School Superintendent, Young People Willing Worker President, Youth Pastor and Assistant Pastor.  He, also, served as District Youth Leader and Sunday School Superintendent of the Southern California Central District.  He presently serves as assistant to Dr. Mack Trimble of the Central District.

In May of 1974, Pastor Knight was appointed pastor of the Unity Church of God in Christ.  In addition, Pastor Knight has assisted five Elders in planting churches in Pacoima, and Los Angeles, CA, Florida, Washington, and Colorado.

Pastor Willie D. Knight continues to remind those he serves that the mission of the church is to win souls at any cost.  His favorite scripture is: "Be not deceived, God is not mocked; whatsoever a man sows, that shall he also reap." (Galatians 6:7)


Dr. Jason Fletcher, Sergeant At Arms | Bereavement

Being born and raised in a Christian home, I was called to serve at a young age. After attending Christian elementary, junior high, and high school, I began my church ministry following my graduation from Long Beach State University with a degree in Economics. I furthered my education at the Southern California School of Ministry with a Master’s Degree in Divinity. 

I joined Revival Time Church of God in Christ in 1997.  In 1998, I became a member of the Revival Time Inspirational Adult Choir.  My faithfulness, dedication and commitment were recognized by the cabinet, and I was asked to be the Choir President.  

Due to my technical background in the audio and sound system equipment field, in 1999 I was asked to head the sound system department where I trained and supervised three sound system and audio technicians.  In 2000 I became a Sunday school teacher for the youth department. I was also invited to teach the Junior High School children at the Revival Time Christian Academy as well.  Because I had such great camaraderie amongst the youth, I was called to be the Youth Department leader.

After a few years as the Youth Department Leader, I was chosen to be the Men’s Department President and began teaching the Men’s Sunday school class which led me to move into the position of Sunday School Superintendent in 2007 where I am currently serving. 

Being called to the ministry in 2000, I served on the ministerial board under the leadership of Pastor Charles Bennett Sr.  I was then recommended by Pastor Bennett to go through the Ordination process and was ordained as an Elder of the Church of God in Christ in 2005 by the late Bishop G. E. Patterson and Bishop Charles E. Blake.  I continue to serve under the leadership of Pastor Bennett as his Adjutant as well as Church Administrator and Sunday School Superintendent. I count it all joy to be able to be a part of such a powerful and anointed ministry.



Geric LaKeith Kenebrew, Events Coordinator

Geric LaKeith Kenebrew serves as the Pastor of the Mount Olive Church Of God In Christ and the Founder/President of G. L. Kenebrew Ministries. An outreach ministry dedicated to teaching the body of Christ how to walk in victory in their daily lives.  He dedicated his life to Christ at a young age and began preaching the Gospel as a teenager.  Committed to the ministry of deliverance he has traveled all over the United States preaching the Gospel. In 1999 he began the Word of Deliverance radio broadcast in Flint, Michigan.  Through this outreach ministry many souls were saved, healed and delivered.  

God has imparted into Pastor Kenebrew a great vision of ministry, a ministry that will be all encompassing and life giving.  Pastor Kenebrew asserts to anyone that ask that God has called him to the ministry for a threefold purpose. To make disciples, empower believers and perfect the saints.  He has truly committed his life to Kingdom building. He is a living testimony of St. John 15:16. He has been Chosen by God and his Fruit is remaining.
